The project will focus on challenges of flood risk management via integrated actions for joint coordination and responsiveness to flood risks in the CB area. This area is vulnerable to climate change and its negative impacts, which need adequate coordination and cross-border management. The territories covered by the project need to significantly increase their adaptive capacity to climate change, i.e. the international river basins of the cross-border rivers - Strymon-Struma, Nestos-Mesta, Ardas-Arda and Evros-Maritsa. The effective management of flood risks is of high importance and affects a high number of the population and surface area. The proposed actions will be directly oriented to joint coordination of five flood risk management plans (FRMPs) for international rivers - two plans for Bulgarian territory (FRMPs of East Aegean and West Aegean) and three plans for Greek territory (FRMP of Eastern Macedonia, Thrace Water District and Evros river).

The project's main objective is to strengthen the capacity of authorities to ensure effective, integrated joint coordination and responsiveness to flood risks in the Cross-Border area. The project addresses different aspects of flood risk management to provide integrated results. The following sub-objectives have been defined:
(1) introducing a joint institutional approach for assessment, planning, prevention and fighting against floods of authorities;
(2) increasing the technical and administrative capacity of civil protection services for joint actions in the field of preparedness and response in cases of floods;
(3) introduction of effective information exchange structures and systems for flood risk assessment, mitigation and management;
The project will introduce the latest achievements in information systems and will add value by combining the capacity, planning and future development of national policies from the two countries in the field of flood risk management.

Integration of the monitoring systems in the 3 transboundary river basins in Greece under the umbrella of a common regional management system (web-GIS platform). Publishing the results and monitoring data through a map portal and a dashboard to the national and regional authorities. The Web-GIS platform and the data are saved in the G-Cloud, a cloud space in a government data centre.

D.4.4.2_Software for the Early Warning System for Floods and purchase of a server for a technology line to the communication centre of FSCPDG
For the "FloodGuard" project, the software MIKE HYDRO River was purchased through the public procurement "Purchase of a perpetual license for a software package for numerical modelling and forecasting of runoff and water levels in rivers". The software is adapted to simulate the river flow of the Maritsa River watershed up to the town of Svilengrad. Water levels and discharges can be systematically set-up as initial conditions and used as a “hot-start” for the model. MIKE HYDRO River computes the analysed simulation of water flow. It produces forecasts for the main river “hot-points” and some Maritsa tributaries’ “hot-point” situated at towns near the river bed (Fig. 1) for 5 days ahead with a 1 h step. Additionally, a server for the technology line to the FSCPDG communication centre was purchased.

Supply of equipment for the installation of new telemetry monitoring stations of waters in the cross-border basin of the river Evros/Maritsa. The new monitoring stations were installed at the locations Ardas, Erytrhopotamos, Pithio. Specifically, the supply concerns set of 3 NON-CONTACT RADAR DELIVERY MEASUREMENT SYSTEMS HOUSE SOMMER, MODEL RQ-30, and 3 TELEMETRY UNITS OTT HydroMet HOUSE, MODEL A760

   
Update and upgrade of the existing infrastructure of the early warning system of the transboundary river basins Nestos - Mesta, Strymon – Struma witch had been established by the previous Interreg Projects (Autonest and Riveralert). Maintained and upgraded telemetry stations are at the locations Trimeristis, Aggitis, Peponia (Srymon/Struma) and Paranesti, Platanovrisi, Stavroupoli (Nestos/Mesta). Specifically, the supply concerns set of 5 systems SOMMER HOUSE RADAR NON-CONTACT MEASUREMENT, MODEL RQ-30 and 2 MULTISENSORS FOR MEASURING WATER QUALITY and in situ HOUSE SENSOR STATION, MODEL aqua TROLL 400 s.


Supply of three on-road and off-road vehicles with four-wheel drive, one to meet the needs of the Civil Protection Directorate and two to meet the needs of the Water Directorate of Eastern Macedonia and Thrace of the Decentralized Administration of Macedonia – Thrace to ensure the possibility of movement to deal with flood risks in the cross-border area of ​​Greece - Bulgaria under their jurisdiction.
